Mr. Zhora Eloghlyan Executive Director
Mr. Zhora Eloghlyan has more than 35 years of experience in civil and industrial construction industry.
He is the executive director of Spectrum Projects. He is specializing in technical oversight, coordination and organization of construction processes and engineering infrastructures. He has an extensive experience in the field. He has started his career with Ukrshin – a Ukrainian company, which has arrived to Armenia to rebuild the regions of Armenia, which have suffered by the 1988 earthquake. Later on, he has worked with private construction companies in Armenia as chief constructor engineer, chief supervision engineer and executive director.
He has been involved in large number of construction projects in Armenia, and has been involved in number of landmark projects in Armenia, e.g. technical supervision of construction of Government buildings of Armenia, construction management for number of large residential complexes, etc.
Mr. Artak Eloghlyan Partner, General Management
Mr. Artak Eloghlyan is heading Spectrum Group of Companies, which includes Spectrum Projects and Spectrum Solutions.
Mr. Eloghlyan has over 20 years of professional experience in the fields of investment banking, financial planning and project management. He has managed projects in the fields of Industrial Construction, Food Processing, Real Estate and HoReCa, Mining, Transport, Trade, Power, etc. and maintains a strong network in the business community in Armenia.
Previously, he has served as Head of Mergers & Acquisitions at Ameriabank – the largest commercial and investment bank in Armenia.
Prior to that Mr. Eloghlyan has worked in international management consulting companies in Armenia, such as Chemonics Intl (USA), PA Consulting (UK), IBTCI Intl. (USA), CNA Veneto (Italy). He has worked in Armenia, Russia and US.
Artak has completed the Executive Leadership and Management Programme at the University of Cambridge, UK. He holds an MBA degree from the Indiana University of Pennsylvania, USA with honors. In addition, he has graduated with a Diploma in International Economics from the Yerevan State University, Armenia. He was licensed by the Central Bank of Armenia for Executive Director of a Bank. He is also an unaccredited member of the Association of the Certified Chartered Accountants, UK (ACCA).
Artak has co-authored a monogram “Armenia – an Economy in Transition”, published in Italy, in 1999, with the assistance of the EU technical assistance project (TACIS).
Mr. Garik Chilingarian Expert
Mr. Garik Chilingarian has 25 years of experience in Construction, Real Estate Development and General contracting and Project Management. He has an MBA from American University of Armenia (UCLA affiliate).
Mr. Chilingarian is the Head of Construction, at Spectrum Projects and is responsible for oversight of construction, engineering works and overall construction project management.
He is also an expert and a Project Technical Committee member at Applied Technology Council (USA) – subcontractor for the World Bank’s “Practical Guidelines and Training for Ensuring Seismic Safety of Schools in the Republic of Armenia” project.
Mr. Chilingaryan has been a founder and managing director at number of construction companies in Armenia. He has large portfolio of completed construction & design projects (attached), both for the industrial and residential sectors.
In particular, he is currently serving as Project Manager for a 250MW power plant construction project in Yerevan, implemented by Siemens gmbh and Renco spa (Italy), and is coordinating engineering, procurement and construction works.
